Each group carries out group cyclic competition. The first two teams of each group and the third one of the two groups with the best results entered the 1st to 8th qualifying, while the rest teams entered the 9th to 12th qualifying. The 1st to 8th qualifying matches adopt the elimination of the play-off system, and the 9th to 12th places adopt the single round-robin system to determine the ranking of each team.
